British Columbia is undergoing significant policing oversight reform and it is an exciting time to be a part of this change and the future of civilian oversight of police.
The Office of the Police Complaint Commissioner (OPCC) is an impartial oversight agency which reviews the conduct of municipal police officers and departments in British Columbia and is independent of police and government.
We are searching for our second Deputy Commissioner, a role that is critically important to our mandate and one that leads with ethics, accountability, humility, and fairness. This Deputy will be based in Vancouver or Victoria and will lead their teams through the expanded legislative responsibilities now and into the future.
Reporting to the Police Complaint Commissioner, the Deputy Commissioner for Police Accountability determines the strategic direction of and oversees the operationalization of the Office’s oversight initiatives under the Police Act including the Alternative Dispute Resolution programs, Accessibility initiatives, and all programs and initiatives that support the culturally safety and accessibility of the complaints process. The successful candidate will provide leadership and expert advice on issues affecting the Office and advise the Commissioner on critical practice and policy issues, priorities, oversight or jurisdictional matters, or contentious issues arising within policing, security and law enforcement.
Qualifications
This position will be of interest to applicants who demonstrate the following:
Required Qualifications:
- Post-secondary education in a related field (e.g., business/public administration, law)
- Minimum 7 years of experience as a senior leader responsible for overseeing components of an organization and leading senior managers and their teams in a complex statutory environment.
- Advanced proficiency with interpreting and applying related complex legislation (e.g., British Columbia’s Police Act, Police Services Act (Manitoba/Ontario), Police Amendment Act (Alberta))
- Considerable experience in and understanding of the structures, practices and investigative processes of police departments, government, municipalities and other stakeholder organizations.
- Experience leading and supporting an organization through a period of significant change or transformation.
- Experience managing high profile issues and conflict resolution.
- Demonstrated commitment to Reconciliation and building effective relationships with equity-deserving sociodemographic groups.
- Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required.

This posting is for one (1) permanent full-time position. An eligibility list for similar temporary or permanent future opportunities may be established. This position is excluded from union membership. The OPCC headquarters is located in Victoria, and a Lower Mainland office will be opened in the coming months. The Deputy may be in either location and will be expected to travel regularly between the offices as part of the required job duties.
