Reviews on the Record
Following the disciplinary process, the Police Complaint Commissioner has the discretion to order a Review on the Record where there is a reasonable basis to believe that the decision of the Discipline Authority is incorrect or it is in the public interest to review the matter.
This type of review is where a retired judge is appointed to conduct a “paper review” of the entire matter, deliver a decision of whether there is misconduct and, if substantiated, determine the corrective and/or disciplinary measures to be imposed. The retired judge’s decision is final and conclusive.
